 Abstract 

TThe article presents an analysis of the state of rural sparsely populated territories of the Russian Federation as one of the main components in ensuring the stability of the settlement system. The results of analysis of some sections of strategic planning documents regarding implementation of the state policy of support and development of rural sparsely populated areas are presented. The transition in the Russian Federation to a new economic structure in the last decade of the last century, characterized by the curtailment of economic ac-tivities in a number of sectors traditional for rural and non-large urban settle-ments, had a negative impact both on the population of these settlements and on the possibility of maintaining the sustainability of the settlement system as a whole. Those processes were being strengthened in some constituent entities of the Russian Federation by ongoing "transformations" of the territorial structure of local self-government, accompanied by the loss of the status of municipal units by rural territories, which entailed further degradation of those territories. There was a need to adjust strategic planning documents, especially the Spatial Development Strategy, in terms of public support not only for agglomera-tions, but also for sparsely populated areas.
